I. THE MOTIVE: “PROFIT > PEOPLE”
Altman’s “Why”: Sam Altman justifies his “release first, learn from mistakes” model by claiming “there is no way to train people for this except by doing it, and when the technology category is completely new, there is no one at all who can tell you exactly how it should be done“.
Altman’s Goal: Altman’s stated focus is on achieving “AGI,” “superintelligence,” and a “glorious future“, framing it as an inevitable race he must win.
Altman’s True Speed: He testified to the Senate his goal is to “get the supply chain here... and go as fast as we can“.
Nadella’s War: Microsoft’s integration of OpenAI tech was explicitly framed by CEO Satya Nadella as a tool for “challenging Google’s supremacy in search“.
Nadella’s War (Pt 2): In 2024, Nadella framed new Copilot+ PCs as a direct competitive assault to “beat Apple’s MacBooks“.
Microsoft’s Control: OpenAI is “largely beholden to Microsoft” due to the multi-billion-dollar financial entanglement.
Pichai’s Contradiction (The Public Lie): Google CEO Sundar Pichai publicly admitted to “60 Minutes” that society is unprepared, stating, “...the pace at which we can think and adapt as societal institutions... there seems to be a mismatch“.
Pichai’s Contradiction (The Private Truth): In a Q2 2024 earnings call, Pichai told investors this same “momentum” is “driving new growth” and “paying off”.
Pichai’s Motive: Pichai confirmed to investors that “the risk of under-investing is dramatically greater than the risk of over-investing“ and Google must “lean in”.
II. THE CRIME: THE MONEY TRAIL
The War Chest: In 2023, Amazon, Alphabet (Google), Meta, and Microsoft each spent “more than $10 million on lobbying”.
The Escalation: Six major tech companies (incl. Meta, Alphabet, Microsoft) spent a combined “$61.5 million on lobbying in 2024,” an increase of nearly 13% compared to 2023.
OpenAI’s Panic Button: OpenAI, after spending $380,000 in 2023, “more than tripl[ed] their spend to $1,130,000” in 2024.
OpenAI’s Panic (Pt 2): OpenAI spent “$1.2 million on lobbying during the first half of 2025” alone, a 44% year-over-year increase.
Microsoft’s Cover Fire: Microsoft spent “$5.2 million on lobbying during the first half of 2025,” an increase from the same period in 2024.
Saturating the Field: In 2024, the six largest tech companies “employed nearly 300 lobbyists... or one for every two members of Congress”.
The “Hit”: An “early casualty” of this intense “deregulatory drive” was the “EU’s AI Liability Directive.”
The “Corpse”: The EU Commission subsequently confirmed the “official withdrawal” and abandonment of the proposed “AI Liability Directive,” which would have allowed consumers to claim compensation for harms.
THE WHISTLEBLOWER’S CONFESSION: David Evan Harris, “former member of Meta’s responsible AI team,” testified: “As they call for regulation, tech lobbyists come in with the goal of killing or hobbling every piece of legislation related to AI.”
III. THE CONSPIRACY: THE “GREAT DISTRACTION”
The “Safety” Ruse: Sam Altman warned the Senate about long-term “existential risk,” stating: “if this technology goes wrong, it can go quite wrong“.
The Tactic: Critics argue “the industry wants everyone to speak about hypothetical risks... to distract from concrete harms in the present“.
The Real Harms (Ignored): These “concrete harms” include “unnoticed inaccurate answers, misinformation, use for manipulation, intransparency“.
The Goal (The “Moat”): Policy experts warn that AI regulation must be designed to “prevent[ing the] establishment of anticompetitive regulatory moats for established companies”.
The “Capture”: Financial analysis explicitly uses the term “Microsoft Regulatory Capture“ in relation to 2025 AI export controls.
The “Moat” (How it Works): The laws “The Rust” does support involve complex, high-cost “benchmarking of AI systems“—compliance costs that only they can afford, thus “lock[ing] out” all potential competition.
IV. META’S “DIABOLICAL” GAMBIT
The Public Lie: Mark Zuckerberg publicly states his vision is to “build general intelligence, open source it responsibly... so everyone can benefit”.
The Real Motive (Kill Competitors): This strategy “could kill OpenAI’s business model” by presenting a “brutal” choice: “what happens when developers can get 90% of the capability for 0% of the cost?”
The Goal: The explicit goal is for competitors’ “API businesses [to] collapse“.
The Real Motive (Platform War): This is a “platform war”. Meta “learned the hard way what happens when you don’t control the platform... dancing to Apple and Google’s tune on mobile“. AI is the next platform, and Meta is “determined to write the rules this time”.
V. THE THREE “PRO-HUMAN” CRIMES
Crime 1 (Theft) - The Confession: OpenAI admitted directly to the UK Parliament that it is “impossible to train today’s leading AI models without using copyrighted materials“.
Crime 1 (Theft) - The Tactic: Anthropic argued in court that paying for data would be “impracticable,” “bothersome and expensive“—admitting their model is only profitable if it steals.
Crime 1 (Theft) - The Lobbying: A “Rust”-backed trade group is actively lobbying the Trump administration to stop authors from having their work used without permission.
Crime 2 (Liability) - The Win: “The Rust” successfully lobbied to ensure the “EU’s AI Liability Directive”—a “legislative draft proposal“—was “scrapped” and “officially withdrawn”.
Crime 3 (Opacity) - The Shield: Their models are “privately owned” and “protected as trade secrets,“ which “allows them to hide from legal regimes and prevents public scrutiny”.
