Altmanâs Goal: Altmanâs stated focus is on achieving âAGI,â âsuperintelligence,â and a âglorious futureâ, framing it as an inevitable race he must win.
Altmanâs True Speed: He testified to the Senate his goal is to âget the supply chain here... and go as fast as we canâ.
Nadellaâs War: Microsoftâs integration of OpenAI tech was explicitly framed by CEO Satya Nadella as a tool for âchallenging Googleâs supremacy in searchâ.
Nadellaâs War (Pt 2): In 2024, Nadella framed new Copilot+ PCs as a direct competitive assault to âbeat Appleâs MacBooksâ.
Microsoftâs Control: OpenAI is âlargely beholden to Microsoftâ due to the multi-billion-dollar financial entanglement.
Pichaiâs Contradiction (The Public Lie): Google CEO Sundar Pichai publicly admitted to â60 Minutesâ that society is unprepared, stating, â...the pace at which we can think and adapt as societal institutions... there seems to be a mismatchâ.
Pichaiâs Contradiction (The Private Truth): In a Q2 2024 earnings call, Pichai told investors this same âmomentumâ is âdriving new growthâ and âpaying offâ.
Pichaiâs Motive: Pichai confirmed to investors that âthe risk of under-investing is dramatically greater than the risk of over-investingâ and Google must âlean inâ.
II. THE CRIME: THE MONEY TRAIL
The War Chest: In 2023, Amazon, Alphabet (Google), Meta, and Microsoft each spent âmore than $10 million on lobbyingâ.
The Escalation: Six major tech companies (incl. Meta, Alphabet, Microsoft) spent a combined â$61.5 million on lobbying in 2024,â an increase of nearly 13% compared to 2023.
OpenAIâs Panic Button: OpenAI, after spending $380,000 in 2023, âmore than tripl[ed] their spend to $1,130,000â in 2024.
OpenAIâs Panic (Pt 2): OpenAI spent â$1.2 million on lobbying during the first half of 2025â alone, a 44% year-over-year increase.
Microsoftâs Cover Fire: Microsoft spent â$5.2 million on lobbying during the first half of 2025,â an increase from the same period in 2024.
Saturating the Field: In 2024, the six largest tech companies âemployed nearly 300 lobbyists... or one for every two members of Congressâ.
The âHitâ: An âearly casualtyâ of this intense âderegulatory driveâ was the âEUâs AI Liability Directive.â
The âCorpseâ: The EU Commission subsequently confirmed the âofficial withdrawalâ and abandonment of the proposed âAI Liability Directive,â which would have allowed consumers to claim compensation for harms.
THE WHISTLEBLOWERâS CONFESSION: David Evan Harris, âformer member of Metaâs responsible AI team,â testified: âAs they call for regulation, tech lobbyists come in with the goal of killing or hobbling every piece of legislation related to AI.â
III. THE CONSPIRACY: THE âGREAT DISTRACTIONâ
The âSafetyâ Ruse: Sam Altman warned the Senate about long-term âexistential risk,â stating: âif this technology goes wrong, it can go quite wrongâ.
The Tactic: Critics argue âthe industry wants everyone to speak about hypothetical risks... to distract from concrete harms in the presentâ.
The Real Harms (Ignored): These âconcrete harmsâ include âunnoticed inaccurate answers, misinformation, use for manipulation, intransparencyâ.
The Goal (The âMoatâ): Policy experts warn that AI regulation must be designed to âprevent[ing the] establishment of anticompetitive regulatory moats for established companiesâ.
The âCaptureâ: Financial analysis explicitly uses the term âMicrosoft Regulatory Captureâ in relation to 2025 AI export controls.
The âMoatâ (How it Works): The laws âThe Rustâ does support involve complex, high-cost âbenchmarking of AI systemsââcompliance costs that only they can afford, thus âlock[ing] outâ all potential competition.
IV. METAâS âDIABOLICALâ GAMBIT
The Public Lie: Mark Zuckerberg publicly states his vision is to âbuild general intelligence, open source it responsibly... so everyone can benefitâ.
The Real Motive (Kill Competitors): This strategy âcould kill OpenAIâs business modelâ by presenting a âbrutalâ choice: âwhat happens when developers can get 90% of the capability for 0% of the cost?â
The Goal: The explicit goal is for competitorsâ âAPI businesses [to] collapseâ.
The Real Motive (Platform War): This is a âplatform warâ. Meta âlearned the hard way what happens when you donât control the platform... dancing to Apple and Googleâs tune on mobileâ. AI is the next platform, and Meta is âdetermined to write the rules this timeâ.
V. THE THREE âPRO-HUMANâ CRIMES
Crime 1 (Theft) - The Confession: OpenAI admitted directly to the UK Parliament that it is âimpossible to train todayâs leading AI models without using copyrighted materialsâ.
Crime 1 (Theft) - The Tactic: Anthropic argued in court that paying for data would be âimpracticable,â âbothersome and expensiveââadmitting their model is only profitable if it steals.
Crime 1 (Theft) - The Lobbying: A âRustâ-backed trade group is actively lobbying the Trump administration to stop authors from having their work used without permission.
Crime 2 (Liability) - The Win: âThe Rustâ successfully lobbied to ensure the âEUâs AI Liability Directiveââa âlegislative draft proposalââwas âscrappedâ and âofficially withdrawnâ.
