The shutdown wasn’t a problem; it was the plan.

The $4.1 trillion “One Big Beautiful Bill Act” passed in July 2025 shielded the Department of Defense and the Department of Homeland Security. An OMB memo confirmed this was to ensure “core Trump Administration priorities will continue uninterrupted”. This created a targeted shutdown, allowing the administration to inflict maximum damage on the parts of government it sought to dismantle while insulating its own key functions from the consequences.
